WhatsApp Business API: how to connect, and what Meta charges

WhatsApp Business API explained: the app vs. the official API, the Cloud API, Meta Tech Providers, how to connect, and per-message pricing in the US and UAE.

The WhatsApp Business API, which Meta now calls the WhatsApp Business Platform, is Meta's official way to connect a business's WhatsApp number to software: several agents on one number, automation, an AI agent, and a link to your CRM. It runs on Meta's Cloud API, follows Meta's messaging policy, and is billed per message. You need it once WhatsApp has outgrown one phone and one person.

The naming is half the confusion, so it helps to settle it first. "WhatsApp API", "WhatsApp Business API" and "WhatsApp Business Platform" describe the same official interface; Meta's documentation uses the last one. What it is not is the free WhatsApp Business app, which is built for a small business answering from its own phone. Everything below reflects Meta's documentation and pricing page as of October 4, 2026.

What changes when you move from the app to the API

The difference isn't on the screen. It's in who holds the conversation. In the app, conversations live on one phone plus a few linked devices, and someone has to answer. On the API, your business number is connected to software: several agents work the same number without sharing a phone, a system can answer, log and send updates, and conversations flow into your CRM and the rest of your tools.

In return, the API brings rules you never notice in the app: free-form replies only within 24 hours of the customer's last message, pre-approved templates for anything you send after that, a cap on how many customers you can contact proactively per day, and per-message billing. The WhatsApp Cloud API

Today the API means the Cloud API, hosted by Meta. Since July 2024, business phone numbers can only be registered for use with the Cloud API, and the self-hosted On-Premises API, which businesses used to run on their own servers, expired on October 23, 2025 (Meta). In practice, you don't install or host anything. You, or a provider, connect your number to Meta's platform, and messages travel through Meta's infrastructure.

WhatsApp Business API providers: what a Meta Tech Provider is

Most businesses don't connect to the API on their own; they connect through a provider. Meta recognizes two main kinds, and the main difference is who holds the billing relationship with Meta. A Solution Partner provides the service and also bills you for your messages. A Tech Provider works without its own credit line: you add your own payment method, Meta bills you directly for API usage, and the Tech Provider bills only for its own services (Meta, solution providers).

Upperfloor is a Meta Tech Provider, and the Upperfloor platform connects only through the official API. In practice that means three things you can check. Your account is connected to Meta's own interface, not to a layer that imitates it. Your message charges come from Meta, at Meta's published rates, rather than inside a bundle. And your activity is subject to the same policy Meta enforces on every business on the platform, with the same rules and the same quality rating.

Official vs. unofficial connections: what you can verify

Some businesses send automated WhatsApp messages without the official API: through tools that drive the regular app or the Business app, or through unofficial versions of WhatsApp. It looks cheap and simple, so it's worth knowing what the rules say, without exaggerating and without playing it down.

WhatsApp's Terms of Service prohibit sending illegal or impermissible communications, and list bulk messaging, auto-messaging and auto-dialing among them (WhatsApp Terms of Service). The terms for the Business app prohibit developing or using applications that interact with it without WhatsApp's prior written consent (WhatsApp Business App terms). And WhatsApp's Help Center says plainly that using unofficial versions violates its terms, and that the account might be temporarily or permanently banned (WhatsApp); while an account is banned, its chat history and backups can't be accessed (WhatsApp).

The official API can lead to restrictions too: Meta applies an enforcement ladder, from warnings to permanent disablement, to businesses that break its policy (Meta, policy enforcement). The difference is that on the official API the rules are written down, a quality rating warns you early, and there is an appeals process. If you're building your sales channel on WhatsApp, you should know which of the two you're standing on.

How connecting through Upperfloor works

The connection itself is shorter than it sounds. Most of the time goes into preparation, so here is what to have ready.

What you bring:

  1. A Meta business portfolio. If you already manage a Facebook Page or an ad account in Meta Business, use that one.
  2. A phone number. A new number, or an existing one you move over (see below). It has to receive an SMS or a voice call for verification, and a landline works with voice verification (Meta, phone numbers).
  3. A payment method for Meta's charges, because with a Tech Provider, Meta bills you directly.
  4. Your business details for verification, once you want to raise your messaging limit.

What happens: you go through Meta's signup flow from the platform, connect or create your WhatsApp Business account, register the number and confirm it with a code, and add a payment method. From then on the number is on the official API, and its conversations arrive in the platform.

Here's how that plays out for a clinic that has used the same WhatsApp number for years. Today the receptionist answers from a phone, and the number is printed on every card and sign. The first decision is what to do with that number: move it to the API and give up the chat history in the app, or connect it in a way that keeps it working in the app too, if that option is available for your country. Once the number is connected, the agent answers new inquiries at any hour, and the reminder templates go in for approval before they're ever sent. The whole connection comes down to one decision about the number and a few days of preparation; the real work starts after it.

WhatsApp API pricing: what Meta charges in the US and UAE

Meta charges per message. Every delivered message is priced by two things: its category, and the country code of the recipient's number (Meta, pricing page, updated September 30, 2026). That has been the model since July 1, 2025, and since October 1, 2026 Meta charges again for service messages beyond a monthly free tier. Here's what it looks like for recipients in the US and in the UAE, from Meta's rate card effective October 1, 2026:

Utility and authentication messages have volume tiers, and the table shows the first tier; eligible government and non-profit organizations aren't charged for service messages through the end of 2027. Meta also publishes the rate card in AED: for UAE recipients it lists 0.2115 AED for marketing and 0.0576 AED for utility, authentication and service messages. These are Meta's charges only, and they don't include the platform you use on top of the API.

Before you connect: templates, verification, your existing number

Message templates and categories

A template is a message written in advance and submitted to Meta for review, and it is the only kind of message you can send a customer outside the customer service window (Meta, templates). Every template is categorized as marketing, utility or authentication, and the category also sets the price. A review decision can take up to 24 hours (Meta, template review), so submit the templates you'll need, a booking reminder, an order update, a follow-up, before you go live, not on the day you need them.

Business verification

You can start without it: a new business portfolio begins with a messaging limit of 250 for business-initiated messages (Meta, messaging limits). To raise that limit, add phone numbers and become eligible for Official Business Account status, Meta requires business verification (Meta). The limit is set at the business portfolio level and shared by all its numbers, and a number's display name is reviewed when you reach a higher limit (Meta, display names).

Your existing number

This is the one decision that's hard to undo. A number already registered on WhatsApp can't be registered on the API until it's deleted from the app, and deleting it loses the existing chat history (Meta, migrating an existing number). The alternative is an onboarding option Meta offers to Business app users, where the number keeps working in the app and the history stays in sync, but only through a provider that supports it, with limitations, and not in every country (Meta, onboarding Business app users). Before you decide, check what's available for your number, and what matters more to you: the history, or the one number all your customers already know.
